5.財政收入增長雖放緩，但該給群眾辦的實事一件也不能少。
Growthingovernmentrevenueisslowing,butwhenitcomestogettingthingsdoneforthewelfareofthepeople,wemustn'tdropasinglething.

6.創(chuàng)新財政支出方式，優(yōu)化財政支出結(jié)構(gòu)，該保的一定要保住，該減的一定要減下來。
Wewilldevelopnewwaysforgovernmentfundstobespentandimprovethegovernmentspendingmixtoensurethatallessentialitemsreceivesufficientfunding,whilenon-essentialitemsarecut.

7.各級政府要堅持過緊日子，把每一筆錢都花在明處、用在實處。

9.新修訂的環(huán)境保護法必須嚴格執(zhí)行，對超排偷排者必須嚴厲打擊，對姑息縱容者必須嚴肅追究。

談發(fā)展

11.困難和挑戰(zhàn)并不可怕。中國的發(fā)展從來都是在應(yīng)對挑戰(zhàn)中前進的，沒有過不去的坎。
Wewillnotbedauntedbytheseproblemsandchallenges.Chinahasfromthestartbeendevelopingwhilerespondingtochallenges;thereisnodifficultywecannotgetbeyond.

12.發(fā)展的不竭力量蘊藏在人民群眾之中。9億多勞動力、1億多受過高等教育和有專業(yè)技能的人才，是我們最大的資源和優(yōu)勢。

14.健全督查問責(zé)機制，堅決整肅慵政懶政怠政行為，決不允許占著位子不干事。
Wewillimproveoversightandaccountabilitysystems,rootoutincompetence,inertia,andnegligence,andshowzerotolerancetoforthosewhoareonthegovernmentpayrollbutdonotperformtheirduties.

15.始終以民之所望為施政所向

20.大力推行“互聯(lián)網(wǎng)+政務(wù)服務(wù)”，實現(xiàn)部門間數(shù)據(jù)共享，讓居民和企業(yè)少跑腿、好辦事、不添堵。簡除煩苛，禁察非法，使人民群眾有更平等的機會和更大的創(chuàng)造空間。
